Public Notice: Re-Authorization Approval for Safety-Kleen Systems, Inc., Denton, Texas (English)
Summary
The United States Environmental Protection Agency (EPA), Region 6, Dallas, Texas office proposes to re-authorize the current storage facility, Safety-Kleen Systems, Inc., located at 1722 Cooper Creek Road, Denton, Texas, for the commercial storage of polychlorinated biphenyls. Safety-Kleen Systems, Inc. requested approval to operate their existing storage facility with a maximum PCB inventory of 90 55-gallon drums (4,950 gallons or 24.5 cubic yards). The EPA has authority to issue approvals for commercial storage of PCBs under Section 6(e) of the Toxic Substances Control Act (TSCA) in accordance with the federal regulations at Title 40 of the Code of Federal Regulations Section 761.65. After reviewing all the information submitted by the facility, EPA finds that all requirements for the operation of a commercial PCB storage facility have been met.
PCBs were normally used as dielectric fluids in electrical equipment. In 1979, PCB dielectric fluids were banned from manufacture to limit further release of PCBs into lakes and streams, where they may bioaccumulate in the food chain into game fish that could be harmful if eaten. PCBs have been linked to liver and kidney damage if ingested in high concentrations over long periods of time. Proper land disposal of nonliquid PCBs, such as drained transformers and contaminated soil, provides the public with additional protection against PCB releases into the aquatic food chain.
EPA has determined under Section 106 of the National Historic Preservation Act that historic properties will not be affected by the proposed reauthorization.
EPA has determined under Section 7 of the Endangered Species Act that the proposed reauthorization will not affect any listed species or designated critical habitat.
The 45-day comment period starts September 9, 2024, and ends on October 24, 2024, during which requests may be made for a public hearing.
