EPA Small Business Tools and Resources for Subcontracting Opportunities

The U.S. Environmental Protection Agency (EPA), Office of Small and Disadvantaged Business Utilization (OSDBU) is responsible for advocating for and promoting evaluating EPA’s small business goal achievement on the prime and subcontracting levels.  

Section 8(d) of the Small Business Act, 15 U.S.C. § 637(a), and the implementing Federal Acquisition Regulation, requires the large business apparent successful offeror of a federal contract expected to exceed $750,000 ($1,500,000 for construction) to submit a subcontracting plan for the awarding agency’s approval prior to contract award. Subcontracting plans establish subcontracting goals that provide maximum practicable contracting opportunities for Small Businesses, Small Disadvantaged Businesses, Women-Owned Small Businesses, HUBZone Small Businesses, Veteran-Owned Small Businesses, and Service-Disabled Veteran-Owned Small Businesses.

The following are EPA and U.S. Small Business Administration tools and resources that may assist small businesses in identifying subcontracting opportunities with large prime contractors:

  • Small Business Subcontracting  Opportunities Dashboard – As part of its effort to expand the utilization of small and socioeconomic businesses as subcontractors under EPA prime contracts, OSDBU created a Small Business Subcontracting Opportunities Dashboard to assist small businesses seeking subcontracting opportunities with EPA Large Prime Vendors.
  • Point of Contact Directory of EPA Large Prime Contracts – This Directory list the available Small Business Liaison contact information for EPA's Largest Prime Contractors, as a resource to enable small businesses to identify the appropriate Large Prime point of contact for providing information on small business subcontracting and other teaming opportunities.  
  • Active Contract List – The Active Contract List is an EPA database of all the EPA-awarded contracts that are currently in place.  This is an additional tool for identifying vendors with   existing EPA prime contracts, for potential subcontracting opportunities. The list also includes specific information about the contract award, including description of work, buyer, and expiration date.
  • Subcontracting Networking System – The Small Business Administration Subcontracting Networking System (SubNet) is a subcontracting database designed to help large businesses locate small business subcontractors. It also serves as an interactive[?] network of opportunities for small businesses.
