In September 2026, EPA released the draft risk evaluation and supporting documents for 1,2-dichloropropane. 

EPA will accept public comments on the draft risk evaluation for 60 days in the 1,2-dichloropropane TSCA docket (EPA-HQ-OPPT-2018-0428) at www.regulations.gov.    

EPA designated 1,2-dichloropropane as a high priority chemical in December 2019 and the chemical is currently undergoing risk evaluation.

What is 1,2-Dichloropropane?

1,2-dichloropropane (CASRN 78-87-5) is a colorless liquid with a chloroform-like odor, and it is highly flammable. The primary use of 1,2-dichloropropane is in organic chemical manufacturing. Information from the 2024 Chemical Data Reporting (CDR) for 1,2-dichloropropane indicates the reported production volume is between 100 and 250 million lbs/year.

Draft Risk Evaluation for 1,2-Dichloropropane

Based on the best available science and weight of scientific evidence, EPA preliminarily determined that 14 of the 15 conditions of use assessed significantly contribute to unreasonable risk of injury to human health. Eleven conditions of use contribute to the preliminary unreasonable risk determination for workers, including four that also contribute to unreasonable risk for ONUs. All three consumer conditions of use assessed contribute to the preliminary unreasonable risk determination for consumers and/or bystanders. 

EPA preliminarily determined that distribution in commerce does not significantly contribute to unreasonable risk to human health. EPA also preliminarily determined that no conditions of use significantly contribute to unreasonable risk to the general population, including fenceline communities, or the environment. 

EPA will move quickly under TSCA, after public comment, to finalize the risk evaluation. Should the Agency continue to find unreasonable risk, EPA will then propose risk management actions under TSCA to address these unsafe workplace exposures.  

 EPA emphasizes that this evaluation is draft and does not represent a final Agency determination regarding the risks posed by 1,2-dichloropropane. The preliminary findings and conclusions may change based on feedback received during the public comment period. Additionally, the release of a draft risk evaluation does not alter or impact any existing protections, regulations, or risk management measures currently in place for 1,2-dichloropropane. All current safeguards remain in place.
