Full Final Approval: Published on March 15, 2012 in the Federal Register at 77 FR 15267. The Southern Ute Indian Tribe received their Part 70 operating permit program approval through a full final action, there was no final interim approval action. The final rule was effective on the FR published date of March 15, 2012, but was applicable beginning March 2, 2012.
