Public Hearing on Wyoming's Coal Combustion Residuals Permit Program
On August 28, 2025, EPA announced a proposal to approve the application submitted by the Wyoming Department of Environmental Quality to allow the Wyoming coal combustion residuals permit program to operate in lieu of the federal coal combustion residuals program. In addition to accepting written comments, EPA will hold a hybrid in-person and online public hearing. The public hearing will provide interested persons the opportunity to present information, comments, or views concerning EPA's proposal.

General Information
EPA will hold a hybrid in-person and online public hearing about this proposal on October 30, 2025, at the Wyoming State Capitol, Capitol Extension, 200 West 24th Street, Cheyenne, Wyoming 82001 in the Wind River Basin Room (also known as PMR 4). The hearing will convene at 8:30 a.m. Mountain Time and conclude at 5:30 p.m.
Oral testimony will be limited to five minutes for each person. EPA may ask clarifying questions during the oral presentations but will not respond formally during the hearing to any comments or information presented at the hearing. A verbatim transcript of the hearing will be included in the docket for this action. Speakers may provide oral testimony in person or online.
EPA will accept written public comments through Regulations.gov until the close of the comment period on this action.
Note: Do not present or submit at the hearing any information you consider to be confidential business information or other information whose disclosure is restricted by statute.

Registration
If you would like to provide oral testimony during the hearing (either in person or online), please sign up by October 27, 2025. EPA may allow some or all persons to present oral testimony at the public hearing by registering the day of. EPA will consider such requests on a first-come, first-serve basis during the hearing as time permits.
