Methane Super Emitter Program: Owners & Operators

EPA’s Methane Super Emitter Program requires owners/operators of oil and natural gas facilities that receive a notification of a potential super emitter event from the EPA to, among other things, conduct a set of investigations and report the results of those investigation to the EPA.  

To respond to an EPA notification of a super emitter event at your facility, you need to have an account with Login.gov and with EPA’s Central Data Exchange or CDX .

Information on Reporting Procedures 

Owners/operators of oil and gas facilities can choose to set up Login.gov and CDX accounts and add the Methane Super Emitter Program to their CDX accounts at any time.  

Owners/operators can provide up-to-date facility ownership and contact information through the Designating Responsible Officials form. If owners/operators choose not to submit ownership and contact information, the EPA will use other available information to make notifications.  

Step by Step Process 

There are step-by-step guides on how to create a Login.gov account and link it to CDX for:

  • users who are new to both CDX and Login.gov; and
  • CDX users who are new to Login.gov.

Once you are set up with Login.gov and CDX, you can access the Designating Responsible Officials form and your notifications.

  1. Select the Methane Super Emitter Program from the list in the CDX Program Service tab and link it to your CDX account.
  2. Select the appropriate role in the Role Access tab (preparer or certifier).
  3. Download the Designating Responsible Official form, fill it out, and upload.

If you receive a notification and do not see it in your CDX methane super emitter program dashboard, entering the unique event notification identification number in a blank response form will pull in the associated data, allowing you to complete the rest of the report. The dashboard has help and instruction features.
