Does blending oxygenate in conventional gasoline at a terminal require the terminal operator to be registered as an "oxygenate blender?"
The downstream blender of oxygenates exclusively into conventional gasoline is not subject to the anti-dumping requirements and therefore does not require registration by the operator. (7/1/94)
