How to Update Existing Companies, Facilities, and Users for Part 80 Fuels Program

Help Topics

Submitting Update Requests in OTAQREG

Company, facility, and user information for the Part 80 Fuels Program is managed through the Fuels Registration system in the Central Data Exchange (CDX OTAQREG).

There are two types of users that can access OTAQREG:
  • Responsible Corporate Officer (RCO)
  • Users delegated by the RCO (known as "associated users")

The guidance below applies to both types of users.

Updating Users

Updating an RCO

When the RCO of a company changes:

STEP 1: The new RCO must create a CDX account.

For instructions on how to create a CDX account, see: Creating a CDX Account

STEP 2: After the RCO has created a CDX account, the RCO Update Request can be submitted through OTAQREG.

For instructions on how to submit an RCO Update Request, see: How to Update the Responsible Corporate Officer (RCO) in OTAQREG (PDF) (7 pp, 679 K, June 2018, EPA-420-B-18-034, About PDF)

To establish e-signature capabilities for an existing RCO:

STEP 1:  The RCO must create a CDX account (if they have not created an account previously).

For instructions on how to create a CDX account, see: Creating a CDX Account

STEP 2:  The RCO must log into the OTAQREG program service and submit an RCO Update Request.

For help with this process, see the following job aid: How to Enable RCO E-Signature Capabilities in OTAQREG (PDF) (5 pp, 822 K, June 2018, EPA-420-B-18-033, About PDF)

EPA reviews and activates all RCO Update requests.

Updating a Delegated User

Updates to delegated users include:
  • Adding or removing roles (submitter, professional engineer, agent, etc.)

For help with this process, see the following job aid: How to Edit Delegated User Roles in OTAQREG (PDF) (6 pp, 388 K, May 2019, EPA-420-B-19-031)

Updates to companies include:
  • Updating the company name or address
  • Indicating a change of ownership
  • Adding or removing applicable program types (RFS, gasoline, etc.)
  • Adding facilities

A job aid for this task is being developed. If you have any questions, see: Contact Us about Fuels Registration, Reporting, and Compliance Help

A job aid for this task is being developed. If you have any questions, see: Contact Us about Fuels Registration, Reporting, and Compliance Help

Renewable Fuel Producer Facilities

Renewable fuel producer facilities must also update their Engineering Review Report if they make these types of updates:
  • Adding or updating a renewable fuel pathway (process, co-product, feedstock, etc.)
  • Updating a production capacity (permitted, actual peak, etc.)

For instructions on how to update a renewable fuel producer facility, see: How to Update a Renewable Fuel Producer Facility in OTAQREG (PDF) (12 pp, 903 K, December 2018, EPA-420-B-18-051, About PDF)
