How to Update Existing Companies, Facilities, and Users for Fuels Programs

Submitting Update Requests in OTAQREG

Company, facility, and user information for the Fuels Program is managed through the Fuels Registration system in the Central Data Exchange (CDX OTAQREG).

There are two types of users that can access OTAQREG:
  • Responsible Corporate Officer (RCO)
  • Users delegated by the RCO (known as "associated users")

The guidance below applies to both types of users.

Updating Users

Updating an RCO

When the RCO of a company changes:

STEP 1: The new RCO must create a CDX account.

STEP 2: After the RCO has created a CDX account, the RCO Update Request can be submitted through OTAQREG.

To establish e-signature capabilities for an existing RCO:

STEP 1: The RCO must create a CDX account (if they have not created an account previously).

STEP 2:  The RCO must log into the OTAQREG program service and submit an RCO Update Request.

EPA reviews and activates all RCO Update requests.

Updating a Delegated User

Updates to delegated users include:
  • Adding or removing roles (submitter, professional engineer, agent, etc.)

Updating Companies

Updates to companies include:
  • Updating the company name or address
  • Indicating a change of ownership
  • Adding or removing applicable program types (RFS, gasoline, etc.)
  • Adding facilities

Updating Facilities

Types of Facility Updates

  • Updating the facility name or address using the Facility Registry Service
  • Indicating a change of ownership
  • Updating the facility contact information
  • Adding or removing an applicable business activity (refinery, terminal, oxygenate blender, etc.)

Renewable Fuel Producer Facilities

Renewable fuel producer facilities must also update their Engineering Review Report if they make these types of updates:
  • Adding or updating a renewable fuel pathway (process, co-product, feedstock, etc.)
  • Updating a production capacity (permitted, actual peak, etc.)
