EPA has streamlined the procedure for purchasing cellulosic waiver credits. Previously, obligated parties had to record credit purchases through the “OTAQ Biofuel Waiver” credit application within EPA’s Central Data Exchange. This OTAQ Biofuel Waiver application is now offline. Obligated parties can simply choose from any one of three options offered through the US Treasury for purchasing CWCs. Obligated parties should continue to report the total number of CWC credits purchased on the annual RVO report form, also known as the “RFS0304” report form.

April 2025

Unified Reporting Form 3.0 is now available. The URF v3 contains the Renewable Fuel Standard and Gasoline, Diesel and Regulated Blendstock (part 1090 or “STR” series) report forms. The URF v3 provides direct feedback to users on common reporting problems. QA check codes specific to the STR or RFS series report forms are displayed to indicate potential reporting errors, missing information, and other data quality alerts. Report submitters can reference the QA check descriptions to identify and correct potential issues before report submission.
