System Updates for Fuels Registration

Introduction

OTAQ Registration  v8.2.0 release includes improvements for EPA reviewers and increased reliability for end users. This release refines how registration screens handle process codes, adds faster EPA search and activation-queue filtering options, automates selected company data updates to RP79 (Part 79), and advances platform modernization.

Overall, these changes are intended to reduce manual work, make search and review activities more efficient, and improve consistency in the information displayed and maintained across the system.

Objectives

  • Improve ease of use by showing only the process codes that are valid for a given registration, while preserving disabled codes only when they are already associated with the record being edited.
  • Increase EPA reviewer efficiency by adding enhanced activation-queue filters and more targeted search options for Part 79 registration reviews.
  • Reduce manual maintenance by automating company name and address synchronization between OTAQREG and RP79 for linked company records.

Enhancements

Registration Screen and Process Code Improvements

  • Updated registration screens so disabled process codes no longer appear as options when users create pathway registration.
  • Updated edit behavior so users can still view and save a disabled process code only when that process code is already associated with the registration being updated.
  • Added process code enabled-status management to EPA Admin reference-code pages so administrators can clearly see whether a process code is active and can set that value when creating or editing a process code.

EPA Review and Search Updates

  • Added activation-queue filtering for Part 80 and Part 79 so EPA reviewers can quickly narrow the queue to requests awaiting initial review or awaiting technical review.
  • Improved Part 79 registration search behavior for EPA users so fuel and fuel additive pages require at least one filter before running a search, helping prevent broad or unnecessary results.
  • Introduced new EPA search filters for Status and Part 79 Company ID to support faster, and more targeted review activity.


Data Synchronization and Platform Modernization

  • Automated updates to RP79 company name and address information when a linked OTAQREG company is created or updated.
  • Standardized the RP79-linked company-name format by appending the Part 79 Company ID in parentheses where needed to meet uniqueness requirements.
  • Upgraded the application to Spring Boot 4 and Java 25 to improve maintainability, compatibility, and readiness for future system enhancements.

Bug Fixes

  • Corrected registration-screen behavior so disabled process codes do not appear where they should be unavailable to users.
  • Improved EPA activation-queue usability to make it easier for reviewers to identify the next items needing action.
  • Enhanced process-code administration by ensuring enabled/disabled settings is visible and consistently maintainable.
