New Senate Bill Proposes the Establishment of an Industrial Water Reuse Tax Credit
The Advancing Water Reuse Act aims to incentivize investments in industrial water reuse. The proposed thirty percent investment tax credit would support the development of reliable water supplies for businesses, including manufacturers and data centers, as well as their surrounding communities. This proposal is the Senate companion to H.R. 2940 in the U.S. House of Representatives. (Action 6.6: Study the Public Benefit of a Potential Water Reuse Tax Credit)
The EPA Releases New Fact Sheet on Supporting Regional Partnerships with WIFIA Financing
The Water Infrastructure Finance and Innovation Act (WIFIA) program accelerates investment in our nation's water infrastructure by providing long-term, low-cost supplemental loans for nationally and regionally significant projects, including water reuse. This new fact sheet highlights how the WIFIA program can support regional partnerships by adapting to meet the needs of a variety of borrowers. (Action 6.2B: Support and Communicate WIFIA Funding)
Water Reuse Funding Awards and Opportunities
The projects, funded by a $1.5 million grant from the California State Water Resources Control Board (SWRCB), invite research on key potable and non-potable water reuse topics, including validation methods for treatment technologies. Apply to the Bureau of Reclamation’s Title XVI Water Reclamation and Reuse Projects
Reclamation is accepting applications for its Title XVI Water Reclamation and Reuse Projects program, which supports the planning, design and construction of water reclamation and reuse projects. Funding is available for projects that leverage water reuse as a strategy to develop and supplement drought-resistant urban and irrigation water supplies. Applications must be submitted by August 26, 2027, at 4:00 p.m. (MT). Reclamation will host an informational webinar on June 2, 2026, at 11:00 a.m. (MT). Learn more about the webinar here.
Apply to the Bureau of Reclamation’s WaterSMART Enhancing Water Resources Projects
Reclamation’s WaterSMART Enhancing Water Resources Projects program provides funding for collaboratively-developed water resource management efforts, including water reuse projects. Applications must be submitted by September 8, 2027, at 4:00 p.m. (MT). Reclamation will host an informational webinar on June 16, 2026, at 1:00 p.m. (MT). Learn more about the webinar here.
The Federal Emergency Management Agency (FEMA)’s Building Resilient Infrastructure and Communities (BRIC) grant program provides funding for infrastructure-focused hazard mitigation activities, including water reuse projects for drought mitigation. One billion dollars are available for the Fiscal Year 2024 & 2025 Funding Opportunity. Applications must be submitted by July 23, 2026. (Action 2.14: Integrate Water Reuse into FEMA Hazard Mitigation Programs)
The EPA Announces $80 Million in Funding to Protect Waterways from Sewage Overflows
The EPA announced the availability of approximately $80 million through the Sewer Overflow and Stormwater Reuse Municipal Grants Program to help communities address stormwater and sewer infrastructure needs. These grants can be used for the planning, design, and construction of treatment works to reuse stormwater and will strengthen systems that safely capture and manage stormwater to help prevent contaminants from polluting nearby waterways. The EPA will provide funding to states, which will be awarded to communities across the country.
