Virtual Hearing on Alabama's Coal Combustion Residuals Permit Program
EPA proposed to approve the application submitted by the Alabama Department of Environmental Management to allow the Alabama Coal Combustion Residuals state permit program to operate in lieu of the federal CCR program. In addition to accepting written comments, EPA will hold a virtual hearing. The virtual hearing will provide the opportunity to present information, comments or views concerning EPA's proposal.

General Information
EPA will hold a virtual hearing about this proposal on September 3, 2026. The hearing will convene at 9:00 a.m. Central Time and conclude at 6:00 p.m. CT. If necessary, the hearing may go later to accommodate all those wishing to speak.
Oral testimony will be limited to five minutes for each person. EPA may ask clarifying questions during the oral presentations, but will not respond formally during the hearing to any comments or information presented at the hearing. A transcript of the hearing will be included in the docket for this action.
EPA will accept written public comments through Regulations.gov until the close of the comment period on this action.
Note: Do not present or submit at the hearing any information you consider confidential business information or other information whose disclosure is restricted by statute.

If you would like to provide oral testimony at the hearing, the deadline to register is September 1, 2026. EPA may allow some people to present oral testimony at the virtual hearing by registering the day of. EPA will consider such requests in the order they are received and as time allows.
