Permit Documents for the New England Wind 1 Wind Energy Development Project

EPA's April 15, 2024 Final Permit

On April 15, 2024, EPA issued the final preconstruction permit for the proposed construction of Park City Wind, LLC's offshore windfarm on the Outer Continental Shelf (OCS). The EPA considered all public comments submitted during the public comment period in its final decision-making process. EPA has prepared a Response to Comments document which describes and responds to all significant comments on the draft permit raised during the public comment period and/or public hearing. The Response to Comments documents also specifies provisions, if any, of the draft permit which have been changed in the final permit decision, and the reasons for the change.

EPA's December 19, 2023 Draft Outer Continental Shelf Air Permit for the New England Wind 1 Project

On December 19, 2023, U.S. EPA issued draft permits under the Clean Air Act (CAA) to Park City Wind, LLC for the construction and operation of New England Wind 1 (NEW1) project. The proposed windfarm will be located in federal waters in the Bureau of Ocean Energy Management (BOEM) Renewable Energy Lease Area OCS-A 0534 located approximately 15 nautical miles from the nearest Massachusetts shoreline. The EPA is proposing to issue the OCS air permits pursuant to section 328 of the CAA and applicable rules and regulations promulgated under 40 C.F.R. part 55. On January 13, 2023, EPA received a revised OCS air permit application, which replaced the initial application. EPA determined the application to be administratively complete on February 13, 2023. The EPA is proposing a draft permit that will contain the applicable requirements under 40 C.F.R. part 55.
