Permit Documents for Dominion Energy’s Coastal Virginia Offshore Wind Commercial (CVOW-C) Project

EPA’s April 9, 2024 Final Permit

On April 9, 2024, EPA issued the final preconstruction permit for the construction of Dominion Energy’s offshore windfarm on the Outer Continental Shelf (OCS). EPA considered all public comments submitted during the public comment period in its final decision-making process. EPA has prepared a Response to Comments document which describes and responds to all significant comments on the draft permit raised during the public comment period and/or public hearing. The Response to Comments document also specifies provisions, if any, of the draft permit which have been changed in the final permit decision, and the reasons for the change.

EPA's January 29, 2024 Draft Outer Continental Shelf Air Permit for the CVOW-C Project

On September 15, 2022, Dominion Energy submitted to EPA Region 3 (EPA) an initial application requesting a Clean Air Act (CAA) permit under Section 328 of the CAA for the construction and operation of an offshore wind farm, including export cables, on the outer continental shelf. Once operational, the project has an estimated production capacity between 2,500 and 3,000 megawatts of renewable energy. On January 12, 2023, Dominion Energy submitted a revised application which EPA determined was administratively complete on February 7, 2023. On January 29, 2024, EPA proposed a draft permit that contains the applicable requirements under 40 C.F.R. part 55.
