Instructions for Reporting

Under section 40 CFR Part 84 Subpart B, manufacturers and importers of certain products and equipment that use HFCs or HFC blends must submit annual reports to EPA starting with calendar year 2025 data. EPA provides the reporting form to assist entities in fulfilling these requirements. Any entity subject to the rule must submit reports annually starting with calendar year 2025 data. Calendar year reports are due 90 days after January 1 of each year (e.g. 2025 calendar year data will be reported March 31, 2026).

Registration

To submit your annual report, you must log into the Central Data Exchange (CDX) and register for the HFC-ODS-R: Hydrofluorocarbon and Ozone Depleting Substances Reporting Program Service. Registration for Technology Transitions is not yet available. More information on how to register will be provided when registration opens.

Reporting Form

The Technology Transitions reporting form is available for download below. The reporting form reflects the required reporting identified in the regulation under 40 CFR Part 84 Subpart B (84.60(a)). Reporters must download the form below and upload it to the EPA portal to comply with annual reporting requirements.
