Public Hearing on Indiana's Coal Combustion Residuals Permit Program
On September 15, 2026, EPA announced a proposal to approve the application submitted by the Indiana Department of Environmental Management to allow the Indiana partial coal combustion residuals permit program to operate in lieu of the federal CCR program. In addition to accepting written comments, EPA will hold a hybrid in-person and online public hearing. The public hearing will provide interested persons the opportunity to present information about EPA's proposal.

General Information
EPA will hold a hybrid in-person and online public hearing about this proposal on November 12, 2026 at Indiana Government Center – South, Wabash Hall Conference Rooms 4 and 5, 302 W Washington St, Indianapolis, IN 46204. The hearing will convene from 2:00 p.m. until 6:00 p.m.
Oral testimony will be limited to five minutes for each person. EPA may ask clarifying questions during the oral presentations but will not respond formally during the hearing to any information presented at the hearing. A transcript of the hearing will be included in the docket for this action. Speakers may provide oral testimony in person or online.
EPA will accept written public comments through Regulations.gov until the close of the comment period on this action.

Registration
If you would like to provide oral testimony during the hearing (either in person or online), please sign up by November 10, 2026. EPA may allow some or all persons to present oral testimony at the public hearing by registering the day of. EPA will consider such requests on a first-come, first-serve basis during the hearing as time permits.
