Provided here are updated tables of RMLs to assist On-Scene Coordinators (OSCs) and others involved in decision-making concerning Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) removal actions at Superfund sites. In these tables you will find generic, risk-based RMLs calculated for tap water, air, and soil using the latest toxicity values and exposure assumptions used by EPA’s Superfund program. The RMLs are based on the methods used to calculate EPA’s Regional Screening Levels (RSLs) for Chemical Contaminants; and were developed by a cross-Regional workgroup of EPA risk assessors and removal site managers. The RMLs and methodology presented on this website replaced the Removal Action Levels (RALs) that were provided by EPA until 2010.

For proper application of the RMLs and to ensure understanding of RML exposure scenarios, please review the RMLs User’s Guide and RMLs Frequent Questions. The generic RML tables are provided but the RMLs Calculator can also be used to generate RMLs that are more site-specific.

Generic RML Tables

The generic RML tables are available for download in Excel and PDF formats. A Summary Table is provided that contains calculated RMLs corresponding to either a 10-4 risk level for carcinogens or a Hazard Quotient (HQ) of 3 for non-carcinogens. The summary table identifies whether the RML is based on cancer or noncancer effects by including a "c" or "n" after the RML. The Supporting Tables provide RMLs corresponding to a 10-4 risk level for carcinogens and an HQ of 3 for noncarcinogens. RMLs corresponding to an HQ of 1 may be more appropriate for those sites where multiple chemicals are present that have RfDs or RfCs based on the same toxic endpoint. RMLs with an HQ of 1 are equivalent to RSLs with an HQ of 1. These are also provided.

Users with Adobe Acrobat Pro have reported that some pages of the PDFs are not displaying correctly in Chrome. This issue can be resolved by downloading the PDF instead.
