Why is this a San Francisco Bay Program Priority?

Large-scale restoration and multi-benefit projects in the Bay typically require environmental permit actions by at least six federal and state agencies. The permit application and approval process can be time consuming and costly for project applicants and wetland restoration is a critical component to building shoreline resilience. Anticipating the need to accelerate restoration projects, EPA helped facilitate the creation of the inter-agency Bay Restoration Regulatory Integration Team (BRRIT) in 2018.

The BRRIT is a coordinated permitting team that provides regulatory guidance and permits to wetland restoration projects in the Bay Area and is comprised of dedicated staff from each of the 6 permitting agencies including the U.S. Army Corps of Engineers, National Marine Fisheries Service, U.S. Fish and Wildlife Service, San Francisco Bay Conservation and Development Commission, San Francisco Bay Regional Water Quality Control Board, and the California Department of Fish and Wildlife.

The BRRIT engages with project applicants through pre-application discussions, site visits, coordinated comment letters, and post-project customer service surveys. EPA will continue to provide technical and administrative support to BRRIT in a commitment to continually improve the permitting process for restoration projects.
