Project Description

SFPUC will replace its existing, outdated solids treatment facilities with new biosolids digester facilities. The new facilities are designed to produce higher-quality Class A biosolids, capture and treat odors more effectively, and maximize biogas utilization and energy recovery. This project will provide a new, efficient solids treatment system, ensure treatment reliability by meeting current seismic standards and improving standard operations, and reduce the impact on the adjacent community by providing advanced odor control.

  • Reduces operating costs by improving energy efficiency and recovery.
  • Minimizes impact on neighborhood by significantly reducing noise and odor problems.
  • Reduces the air quality impacts of the plant.
  • Provides quality job-training opportunities during design, construction, and operations.
  • Original loan executed in 2018 saves San Francisco Public Utilities Commission up to $226 million from financing with a WIFIA loan compared to a bond issuance.
  • Re-execution of the WIFIA loan in 2020 saves the San Francisco Public Utilities Commission an additional $432 million.
