EPA comments on Clean Air Act Draft Construction Permit for DCP Operating Company, LP - Canvasback Compressor Station in Colorado
Summary
On January 19, 2023, the EPA commented on the Draft Construction Permit 22WE0172 for the DCP Operating Company, LP (DCP) - Canvasback Compressor Station proposed by the Colorado Department of Public Health and Environment (CDPHE). This permit action seeks to approve the construction of a 255 million standard cubic feet natural gas compressor station to be located in Section 18, T5N, R66W, Weld County, Colorado. The EPA's comments focus on the preliminary analysis developed by CDPHE to demonstrate that the proposed project does not cause or contribute to a violation of the National Ambient Air Quality Standards, and Permit Condition 20 of the proposed permit. Permit Condition 20 addresses "Emission Point 005, Activities 01, 02 and 03: Routine or Predictable Emissions." The EPA's comments express concerns about the following areas: the need to address ozone in the preliminary analysis and potential improvements to the monitoring of emissions from activities subject to Permit Condition 20.
The EPA submitted these comments during the December 22, 2022, through January 21, 2023 public comment period for the DCP draft construction permit. The EPA's comments do not reflect a denial of the DCP draft construction permit and the EPA looks forward to CDPHE's response to these concerns.
