System Updates for Fuels Registration

Introduction

Version 3.0 of the OTAQ Registration System (OTAQReg) introduces functionality for electronic submission of 40 CFR Pt.79 registration requests for fuel additive manufacturers and importers.

Electronic submission functionality for fuel manufacturers and importers was introduced in July 2020. Fuel manufacturers and importers must continue registering electronically in OTAQReg.

This release also introduces email notification functionality for both fuel and fuel additive manufacturers and importers to notify users when they have submitted their fuel and fuel additive requests and when EPA takes action on their request.

Part 79 New Fuel Additive Product Electronic Registration

Fuel additive manufacturers/importers regulated under 40 CFR Part 79 must now electronically register new fuel additive products in the OTAQReg system. Form 3520-13 will no longer be accepted from fuel additive manufacturers/importers.

To manage electronic registration of fuel additive products, the company must be active and there must be a user with the appropriate role in OTAQReg.

EPA will review and activate requests to register new fuel additive products.

Part 79 Company Electronic Registration

Both fuel and fuel additive manufacturers/importers that are registering for the first time must now complete the entire registration process in OTAQReg. The registration steps are as follows:

  1. New Company request – all companies subject to Part 79
  2. New Product Request – all companies subject to Part 79
  3. Facility Request – all fuel manufacturers and importers (including ethanol producers).

Please note:Ethanol producers must register a facility.

Fuel additive manufacturers/importers that have previously submitted Part 79 paper forms and therefore are registered under Part 79 have the option to “associate” their Part 79 company with a company in OTAQReg. There are two ways to accomplish this:

  • Create a New Company request in OTAQReg and associate the Part 79 company to it
  • Submit a Company Program Type request for an existing OTAQReg company and associate the Part 79 company to it

EPA will review and activate requests to register new fuel and fuel additive manufacturers/importers.

EPA will review and activate requests to “associate” an existing Part 79 company with a company in OTAQReg.

Part 79 User Electronic Registration

There are two user roles that can be applied to Delegated Users of a company: 

  • Fuel Product and Additive Viewer - can view fuel and fuel additive products
  • Fuel Product and Additive Editor - can add/edit/deactivate fuel and fuel additive products

Users can add these new roles in OTAQReg.

Modifications to Fuel Additive Approval Process

Submitters will be able to see the status of their pending requests on the home page of OTAQReg.

If EPA finds an error in a request to add or update a fuel additive product, EPA may “push back” the request to the submitter so that it can be edited and resubmitted.

When EPA activates a request to add or update a fuel additive product, the fuel additive product will be visible under the “Manage Fuel Additive Products” menu item for the company.

“Withdrawn” Request Status

If EPA decides not to activate a particular request, EPA will either apply ‘Rejected’ status, or ‘Withdrawn’ status. Users will be able to edit Withdrawn requests and resubmit them, but Rejected requests can no longer be edited or resubmitted.

Part 79 View/Edit/Deactivate Fuel Additive Products

Fuel additive manufacturers/importers must now use OTAQReg to request updates or to deactivate fuel products; Form 3520-13 will no longer be accepted from Fuel Additive manufacturers/importers.

Users with the appropriate role can view and edit active fuel additive products in OTAQReg.

EPA will review and approve/withdraw/reject fuel additive product requests.

Email Notification Functionality for Fuel and Fuel Additive Manufacturers and Importers.

Delegated users of OTAQReg associated with fuel and fuel additive manufacturer/importer companies submitting registration and update requests for fuel and fuel additive products in the OTAQReg system will receive email notifications in the following scenarios:

  • When a fuel or fuel additive request is submitted in OTAQReg, the requesting user, RCO, and (if applicable) Delegated RCO will receive an email notification.
  • When a fuel or fuel additive request is signed and submitted by an RCO or Delegated RCO in OTAQReg, the requesting user, RCO, and (if applicable) Delegated RCO will receive an email notification.
  • When EPA takes action to approve, reject, withdraw or push back a fuel or fuel additive request, the requesting user, RCO, and (if applicable) Delegated RCO will receive an email notification.
