Why in my Nonroad Results do I Have a fuelTypeID not Listed in the FuelType Table?

The fuel types used by the nonroad part of MOVES is not located in the FuelType table. If you look in the NRFuelType table you will see that 23 is for nonroad diesel fuel and 24 is for marine diesel fuel.
