Have water system operator SOPs been developed and submitted/approved in order to protect water system consumers as required by the EPA?

The Navy transmitted 24 existing water system Standard Operating Procedures (SOPs) on June 23, 2023. EPA provided comments on the existing SOPs on March 22, 2024. The Navy hired a third-party consultant to revise the existing SOPs and develop additional SOPs after discussions with EPA. The Navy requested an extension for the submittal of operator SOPs per the 2023 Administrative Consent Order (ACO) from May 27, 2024 to March 13, 2026. The extension request included a schedule detailing the work to be completed with specific dates that would require an additional 21 months. EPA granted this extension on June 5, 2024. The Navy submitted drafts of 14 SOPs for EPA’s review and comment. EPA provided their final comments to the Navy’s SOPs on October 7, 2025.
