Each of the 20 tanks at Red Hill has the capacity to hold over 12 million gallons of fuel, and the Navy currently uses several measures in each tank to determine if the tanks are leaking. These measures include: continuous fuel level monitoring, semiannual high precision tank tightness tests, manual tank gauging, fuel inventory trend analysis, soil vapor monitoring and other operational practices.

On September 9, 2019 the Navy and Defense Logistics Agency (DLA) submitted to EPA and Hawai'i Department of Health a proposal to improve release detection for the large fuel storage tanks at the facility. This proposal was submitted as a component of the Navy and DLA’s proposal to upgrade the large storage tanks at the facility. Some limited information has been redacted due to federal regulations restricting the public disclosure of privileged information, such as estimated procurement costs and the location of some infrastructure. EPA and the Hawai'i Department of Health are reviewing the proposal and public comments prior to issuing an approval or disapproval.
