2023 Administrative Consent Order: Red Hill Bulk Fuel Storage Facility Defueling, Closure, and Joint Base Pearl Harbor-Hickam Drinking Water System
Overview
On June 2, 2023, EPA finalized and signed the 2023 Administrative Consent Order (Consent Order) with the U.S. Department of the Navy (Navy) and the Defense Logistics Agency (DLA) that requires steps to ensure the safe defueling and closure of the Red Hill Bulk Storage Facility (Facility) at Joint Base Pearl Harbor-Hickam (JBPHH) in Honolulu, Hawaiʻi. Under the Consent Order, the Navy has committed to properly operate and maintain the JBPHH drinking water system to protect the health and safety of its consumers. The Consent Order continues EPA’s work to oversee the Navy’s response to the November 2021 fuel release from the Facility and the subsequent decision to close the Facility by the Department of Defense.
After requesting public input in December 2022, EPA received and reviewed over 1,700 comments prior to negotiating and finalizing the Consent Order. The final 2023 Administrative Consent Order and Response to Comments documents can be viewed at the links below.
The Consent Order does not replace the 2015 Administrative Order on Consent (AOC) between EPA, the Hawaiʻi Department of Health (DOH), Navy and DLA which requires the investigation and cleanup of releases.
