Performance Partnership Grants for Tribes in Region 10

Tribes and intertribal consortia can choose to combine funds from multiple federal environmental grants into one Performance Partnership Grant (PPG). A PPG reduces administrative burden and allows grantees to direct resources where they are most needed. Tribes and intertribal consortia are eligible for PPGs if they are eligible to receive two or more of the grants that can be combined into a PPG.

Benefits of a PPG

PPGs have several flexibilities that allow a tribes to tailor a PPG to their needs. A PPG:

  • Can reduce administrative costs by streamlining processes to reduce paperwork and accounting procedures.
  • Allows tribes to redirect resources to the most pressing environmental problems.
  • Can be used for any environmental activity that is eligible under the environmental programs listed on the NEPPS page.
  • Provides grantees with flexibility to structure work plans and budgets. For example, grantees can:

    • Have separate work plans/budgets by EPA program grant.
    • Combine all programs into a single PPG work plan and budget.
    • Establish or group work plan components to match environmental media (air, water), tribal departments, or tribal priorities.
    • Combine their ETEP and PPG work plan into a single multi-year document.

Effective October 1, 2021, no match is required for new PPGs. Read the Recipient/Applicant Information Notice (RAIN).

Applying for a PPG

Grantees should communicate with their EPA Tribal Coordinator before application deadlines to identify the EPA program grants they wish to include in the PPG. The decision to combine some or all EPA-eligible programs into a PPG belongs to the tribe.

Some of the grant programs that can be combined in a PPG are competitive; grantees must submit those applications separately into Grants.gov according to the instructions in the Request for Applications/Request for Proposals. However, grantees can combine the non-competitive grant programs into a single application package (work plan, budget, SF-424, and other required forms) and submit it as one application into Grants.gov. EPA will then combine the competitive components with the non-competitive package and fund all parts as a single PPG grant award.
