Preventing future releases of fuel from the tanks at Red Hill is a key objective of the 2015 Administrative Order on Consent (AOC). The AOC requires the Navy to evaluate and improve procedures and practices to maintain the integrity of the tanks, evaluate and implement structural upgrades to the tanks, and to use the best technology available to detect leaks. The AOC also requires the Navy to determine the overall risk the facility poses to the surrounding environment.

Since the effective date of the Red Hill AOC (September 29, 2015), the Navy and DLA have implemented numerous infrastructure improvements at the facility and developed many reports on the Facility’s infrastructure. Facility improvements include, among other things, more frequent leak detection testing, increased fuel operator accountability, enhanced inspection and maintenance procedures, and additional quality assurance and quality control practices. The Regulatory Agencies have received, reviewed, and approved many of the infrastructure reports, which can be viewed by accessing the links below.
