Will all applicants who demonstrate they’ve met the minimum 15% match requirement score equally within the "Cost Effectiveness and Match" criterion?

Applications will be scored based on sufficient description of how an applicant will meet the required minimum 15% match. Additionally, within this scoring criterion, reviewers will evaluate the application based on how cost effective the budget is overall, based on other factors outside of the match requirement, which may include over-match.

Are there any limits to research on coastal lakes and ponds based on tidal connection, salinity ranges, size, or distance to a coastline to qualify for the priority topic "Modeling and Assessing Coastal Lake and Pond Health"?

No, lakes and ponds with a range in tidal connection, salinity, size, and distance to coastline within the SNEP region should qualify for this priority research topic.

Is the scope of field data collection limited to the SNEP region?

Yes, data collection activities must be carried out within the SNEP region.

Are applicants’ partners limited to the SNEP region?

No, the geographic basis of partner organizations is not restricted to the SNEP region; both applicants themselves and partners based outside of the SNEP region are eligible.

Yes, research on water quality parameters is not limited to the examples listed in the Request for Applications.

If I have not yet received my UIE number after registering with SAM.gov and Grants.gov, am I eligible to submit my application via email to avoid missing the deadline?

Unfortunately, no. As is stated in the Submission Instruction section of the RFA, “Failure of an applicant to submit prior to the application submission deadline date because they did not properly or timely register in SAM.gov or Grants.gov is not an acceptable reason to justify acceptance of an application outside of Grants.gov.”
