Wetland Program Development Grants and EPA Wetlands Grant Coordinators

EPA is authorized to award Wetland Program Development Grants under Clean Water Act Section 104(b)(3). Since 1990, EPA has awarded grants to state, tribal, territorial, and local governments, interstate organizations, intertribal consortia and not-for-profit organizations to support the development of state, tribal, territorial and local government wetland programs.

About Wetland Program Development Grants (WPDGs)

WPDGs provide eligible applicants an opportunity to conduct projects that promote the coordination and acceleration of research, investigations, experiments, training, demonstrations, surveys and studies relating to the causes, effects, extent, prevention, reduction and elimination of water pollution. WPDGs assist state, tribal, territory and local government agencies and interstate/intertribal entities in building programs to protect, manage and restore wetlands. 

EPA typically releases Notice of Funding Opportunity (NOFOs) annually for either Regional or Tribal only competitions.

States, territories, and local governments  are eligible to apply for the Regional WPDG NOFOs only. Nonprofits are eligible to apply for the National WPDG NOFOs only. Federally recognized tribes are eligible to apply for Region or Tribal WPDG NOFOs. Interstate associations and intertribal consortia are eligible to apply for either NOFOs depending on the scope of the project. 

WPDGs provide applicants an opportunity to develop and refine comprehensive state, tribal, territory or local government wetland programs. These programs are meant to:

  • Build the capacity of state, tribal, territory or local governments to increase the quantity and quality of wetlands in the U.S. by managing, conserving and restoring wetland acreage and improving wetland condition.
  • Use one or more of the following “Core Elements” in order to achieve this goal.

Core Elements

With the help of many states and tribes, EPA has distilled a set of core elements, phases, actions and activities that together comprise a comprehensive wetland program. EPA has summarized these common core elements, phases, actions and activities in Core Elements of an Effective State and Tribal Wetland Program, also called the "Core Elements Framework." The CEF describes in greater detail each of the four core elements that make up an effective state, tribal or territory wetland program. These four core elements are:

  1. Monitoring and assessment.
  2. Voluntary restoration and protection.
  3. Regulatory approaches including CWA 401 certification.
  4. Wetland-specific water quality standards.

Wetland Grants Database - Past Grant Awards

Data entered into the Wetlands Grant Database allows EPA to track and the public to learn about grant-funded activities and allows prospective grantees to learn from what past grantees have accomplished. 

The database contains further information on WPDGs that EPA have awarded in past years. The database house data for each WPDG, as well as, a 2005-2008 demonstration pilot program (the "Pilot Grants") that were awarded in past years. Each entry will also include project narratives and final deliverables.

Applicants for WPDG should examine previous awards found in the database for any similar grants that may be good  models regarding project design, deliverables, etc.
