EPA’s Moderated Transaction System (EMTS) implements the RINs, Sulfur credit and Benzene credit trading programs within the Renewable Fuel Standard and the Fuels program under 40 CFR parts 80 and 1090. Industry submitters can use EMTS to generate credits, manage their holdings and use these credits to demonstrate compliance.

EMTS provides three ways to submit reports:

  • Web interface: Users can login to the web interface and use the data entry screens to report transactions.
  • Conversion Template from MS Excel into XML: Users can batch upload transactions into EMTS by using a MS Excel template.
  • Node: Some companies set up nodes to transmit and receive XML files directly to and from the EMTS system without using the web interface.
