Getting a Hazardous Waste Site Identification Number in Region 10

This page provides information about how to obtain a hazardous waste site identification number (known as a RCRA Site ID) for facilities located in Alaska, Idaho, Oregon, Washington (EPA's Region 10).

About RCRA Site Identification Numbers

Persons who generate, transport, treat, store or dispose of hazardous waste and who store recyclable materials prior to recycling them must determine if they are required under the Resource Conservation and Recovery Act (RCRA) to notify EPA of their hazardous waste activities and obtain an EPA RCRA Site Identification number.

Very small quantity generators and persons whose solid waste has been excluded from regulation or whose hazardous waste has been exempted may not need to notify unless the authorized state requires notification.

A RCRA Site ID number is assigned by EPA to the address of the physical location for each generator, transporter, and treatment, storage or disposal facility and should be used on documents and forms subsequently submitted to EPA and states.

Do I Need a RCRA Site ID from EPA or the State?

EPA Region 10 issues RCRA Site Identification numbers for all sites in Alaska, and on Indian lands in Idaho, Oregon, and Washington.

The following state agencies issue RCRA Site ID numbers for sites located in Idaho, Oregon, and Washington (except on Indian lands as noted above).

  • Idaho Department of Environmental Quality Hazardous Waste
  • Oregon Department of Environmental Quality Hazardous Waste
  • Washington State Department of Ecology Waste and Toxics

How To Apply for a RCRA Site ID

The RCRAInfo Web state contact list contains the state and EPA regional office mailing addresses, contact names, telephone numbers and email addresses of government agencies that process site identification forms.

For RCRA Site ID numbers in Alaska, electronic reporting is available via the RCRAInfo Industry Application.

For RCRA Site ID numbers on Indian lands, electronic reporting is available via the RCRAInfo Industry Application for new Site ID numbers. For existing Site ID numbers, please contact Melanie Grasso at 206-553-6522 to obtain an updated ID to allow for electronic reporting.


How to File an Exception Report

For sites in Alaska and on Tribal lands, submit your exception report electronically to AlaskaRCRA@epa.gov with “Exception Report” and the facility's EPA ID number included in the subject line. Be sure to include the following information, per 40 CFR 262.42:

  • A legible copy of the manifest for which the generator does not have confirmation of delivery.
  • A cover letter signed by the generator or his authorized representative explaining the efforts taken to locate the hazardous waste and the results of those efforts.

For sites in Washington and Oregon, submit the request to the respective state environmental office per state rules.

For sites in Idaho, submit your exception report electronically to hazwaste.reports@deq.idaho.gov with “Exception Report” and the facility's EPA ID number included in the subject line.


Requests for Extensions on Hazardous Waste Accumulation

An extension request for hazardous waste accumulation may be granted for a generator that cannot meet hazardous waste accumulation time limit requirements due to unforeseen, temporary and uncontrollable circumstances, per 40 CFR 262.16(d) and 262.17(b).

If the request is approved, an extension of up to 30 days may be granted on a case-by-case basis

For sites in Alaska and on Tribal lands, please submit your hazardous waste accumulation extension request electronically to AlaskaRCRA@epa.gov with "Accumulation Extension Request" and the facility's EPA ID number included in the subject line.

The request must be received prior to the expiration of the original accumulation time limit, and must include EPA ID number, generator point of contact information, generator category, descriptions of the waste, and reasons for the request.
