Description of Business or Activity Conducted by the Respondent: Respondent owns and operates the facility located at 3365 E. Slauson Ave. Vernon, California 90058, which engages in petroleum products onshore bulk storage, blending and distribution.
Summary of Alleged Violations: Respondent failed to comply with the Oil Pollution Prevention Regulations. Specifically, Respondent failed comply with Spill Prevention Control and Countermeasure (SPCC) requirements in the following manner:
- The Facility failed to approve, certify and implement an adequate SPCC Plan
- Tank integrity testing did not meet applicable industry standards
- The Facility failed to prepare and implement a Facility Response Plan
