Getting Started

Welcome to the U.S. Environmental Protection Agency's Emissions Collection & Monitoring Plan System (ECMPS) Beta User's Guide. This web application supports regulated entities with their Part 75 regulatory reporting requirements, including monitoring plans, quality assurance (QA) data, and emissions data submissions. This guide is for use in the beta ECMPS 2.0 application, only.

Understanding ECMPS: Global View vs. Workspace

Global View (Public View)

  • Purpose: View all officially submitted data across all facilities
  • Access: Available to non-logged in users (public access)
  • Content: Only final, submitted regulatory data that has become official
  • Usage: Research, downloading historical data, public transparency
  • Data Status: Read-only official records
  • Facility Access: All facilities with submitted data

Workspace (Logged-in View)

  • Purpose: Private area for creating, editing, and preparing data before submission
  • Access: Only available to logged-in users with appropriate CBS/CDX responsibilities
  • Content: Draft data, work-in-progress, facility-specific data you have access to
  • Usage: Data preparation, editing, evaluation, and submission
  • Data Status: Editable drafts and work-in-progress
  • Facility Access: Only facilities you have CBS responsibilities for

Prerequisites

  • You must have a valid CDX (Central Data Exchange) test account with appropriate responsibilities assigned in the CBS (Clean Air Markets Business System)
  • Your CDX test account must have one of these ECMPS roles:
    • Preparer: Can access all workspace functions except submission
    • Sponsor: Full access including submission capabilities
    • Submitter: Full access including submission capabilities
    • Initial Authorizer: Full access including submission capabilities
  • You must have facility-specific responsibilities assigned in CBS for each facility you plan to work with

Note: Follow the instructions in the EPA's CDX-CBS-ECMPS Beta Start-up Guide to register and obtain necessary permissions.

Logging In

  1. Navigate to the ECMPS 2.0 Beta website
  2. Before Login: You're viewing the Global View with access to all publicly submitted data
  3. Click the login button to access your facility Workspace
  4. Use your CDX test credentials to authenticate, including your Login.gov test credentials to complete multi-factor authentication (MFA)
  5. The system will verify your CBS responsibilities and assigned ECMPS roles
  6. After Login: You're now in your Workspace where you can only see facilities you have access to and any draft data you're working on

Switching Between Views

  • To Access Global View: You must log out of ECMPS/browse without logging in
  • To Access Workspace: Log in with your CDX credentials via the ECMPS homepage
  • Critical: These views are mutually exclusive - you cannot access Global View while logged in
  • Effect of Being Logged In: Immediately restricts you to only facilities you have CBS responsibilities for

Checking Out a Configuration

Before you can work with monitoring plans, QA data, or emissions data, you must "checkout" a configuration. This prevents conflicts when multiple users are working on the same facility's data. Only one user may work on a facility at a time.

What is Checking Out?

  • Checking out gives you exclusive edit access to a configuration at a facility
  • Facility-Level Lock: When you check out any configuration, the entire facility is locked for all other users
  • Single User Access: Only one user can have any configuration checked out at a facility at any given time
  • You must checkout before importing or editing data
  • Critical: Remember to check back in when you're done to allow others to work on any configuration at that facility
  • Automatic check-in occurs after a period of inactivity to prevent permanent locks

How to Checkout a Configuration

  1. Navigate to Your Workspace Module
    • After logging in go to Monitoring Plans (or QA Tests, QA Cert Events, or Emissions)
  2. Select Your Facility
    • Browse the list of facilities you have access to
    • Find the facility configuration you need to work with
  3. Check Out the Configuration
    • Click the "Open & Check Out" button next to your desired configuration
    • This will check out the configuration and open the appropriate workspace module for editing
    • The configuration will show a pencil icon indicating it is checked out to you for editing and the facility will show a "lock" icon indicating it is locked for other users

Important Notes

  • Facility-Wide Impact: Your checkout blocks ALL other users from checking out ANY configuration at the same facility
  • Switching Configurations: To work on a different configuration at the same facility or different facility, you must first check in your current configuration
  • Team Coordination: Communicate with team members about checkout plans to avoid blocking each other
  • Automatic Check-In: Configurations are automatically checked in after a period of inactivity to prevent permanent facility locks
  • Always check configurations back in when you're finished working - this unblocks the entire facility for other users immediately rather than waiting for automatic timeout

Importing Data

ECMPS supports importing four main types of data files. Each type has specific format requirements and validation rules.

Supported Data Types

1. Monitoring Plan Data

  • File Format: JSON following the Monitoring Plan schema
  • Contains: Unit/stack configurations, monitoring methods, analyzer ranges, spans, defaults, formulas, and MATS methods
  • Workspace: Monitoring Plans module
  • Creation Options: Can be imported via JSON file OR created directly in the ECMPS user interface

2. QA Test Data

  • File Format: JSON following the QA Test Summary schema
  • Contains: QA certification test summaries, QA certification events, test extension exemptions
  • Workspace: QA Tests or QA Cert Events modules
  • Creation Options: Can be imported via JSON file OR created directly in the ECMPS user interface

3. Emissions Data

  • File Format: JSON following the Emissions schema
  • Contains: Hourly emissions data, daily calibration data, MATS data
  • Workspace: Emissions module
  • Creation Options: Must be created externally using the JSON schema - no UI creation available

4. MATS Data Files

  • File Formats: Various (ERT files, PDFs, JSON files)
  • Contains: Mercury and Air Toxics Standards compliance data
  • Workspace: MATS Data Submission module

Import Process

  1. Ensure Configuration is Checked Out
    • You must have the target configuration checked out before importing
  2. Navigate to the Appropriate Module
    • Go to the workspace module that matches your data type
    • Select the checked-out configuration you want to import into
  3. Access the Import Function
    • Look for an "Import" button or "Import Data" option
    • Click to open the import modal
  4. Choose Import Method
    • File Import: Select a JSON file from your computer
    • Import from Historical (QA and Emissions only): Import directly from global public data

Standard File Import Process

  1. Select Your File (if using file import)
    • Click "Browse" or "Choose File"
    • Select your JSON data file from your computer
    • The system will validate the file format and perform schema validation in real-time
  2. Review Validation Results
    • Review any validation messages or error messages that appear
    • Address any format errors or missing required fields before proceeding
  3. Complete the Import
    • If validation passes, click "Import" to process the file
    • When you click the import button, the system will perform import checks to validate the data before it's actually imported into the workspace
    • Review any import results or error messages

Import from Historical Data (QA Tests and Emissions)

  1. Select "Import from Historical"
    • Choose this option instead of file upload
    • Access official submitted data without downloading files
  2. Identify Specific Records
    • QA Test Data: Browse and select specific QA tests from historical submissions
    • Emissions Data: Select specific quarters of emissions data from previous submissions
  3. Import Selected Data
    • Choose the exact records you want to import into your workspace
    • System automatically formats the data for your workspace
    • No need to download and re-upload JSON files

Creating JSON Files Outside the System

  1. Access Schema Documentation
    • Visit the ECMPS Reporting Instructions page
    • Download the JSON schemas for your specific data type
    • Review the detailed reporting instructions and business rules
  2. File Creation Guidelines
    • Use the official JSON schemas to structure your data files
    • Follow EPA reporting instructions for data formatting and requirements
    • Ensure all required fields are populated according to the schema
    • Validate your JSON against the schema before importing
  3. Benefits of External File Creation
    • Integration with existing facility data systems
    • Automated data generation and formatting
    • Quality control before system import
    • Required for Emissions Data: All emissions data must be created externally as JSON files

Managing Your Data

Once your data is imported, you can manage it within the ECMPS workspace.

Creating and Editing Data in ECMPS

For Monitoring Plan and QA Test data, you can create and edit records directly in the user interface:

  1. Navigate to the Appropriate Module
    • Go to Monitoring Plans or QA modules
    • Select the tab for your checked-out configuration
  2. Follow the Interface Screens
    • Use "Create", "Add", and "Edit" buttons in the interface screens to work with records
    • Changes are saved to your workspace

Note: Refer to the reporting instructions for information on specific records and their requirements

Data Status Indicators

Monitoring Plan

  • When changes are made to a monitoring plan the evaluation status will change to "Needs Evaluation". This can be found next to configuration name in the monitoring plan tab or on the evaluation screen.

QA Test and Emissions Data

  • Any data that you import or create in your workspace will have a status of "Needs Evaluation" until it has been evaluated. This status can be found in the evaluation screen.

MATS Data Submission

The Mercury and Air Toxics Standards (MATS) Data Submission module allows you to upload and submit specialized MATS compliance data files to EPA.

What is MATS Data Submission?

MATS requires power plants to report mercury and other air toxic emissions data using specialized file formats and submission processes separate from regular emissions reporting.

Prerequisites for MATS Submission

  • Your account must have appropriate permissions (Preparer, Sponsor, Submitter, or Initial Authorizer)
  • You must have a checked-out configuration for the facility
  • MATS data files must be properly formatted according to EPA specifications

Accessing MATS Data Submission

  1. Navigate to MATS Module
    • Go to Workspace → MATS Data Submission
    • Select your facility from the list
  2. Select Configuration
    • Choose the monitoring plan configuration you want to work with
    • Ensure the configuration is checked out

Creating a New MATS Submission

  1. Start New Submission
    • Click "New Submission" button
    • This opens the MATS submission wizard
  2. Configure Submission Metadata
    • Location: Select the unit or stack for the submission
    • Report Type: Choose the appropriate MATS report type
    • Test Type Group: Select the test group category
    • Test Number: Enter the test identification number
  3. Upload Required Files
    • ERT File: Upload the Electronic Report Template file
    • Payload File: Upload the main data payload file
    • Supporting Files: Upload any additional supporting documentation
  4. File Validation
    • The system validates uploaded files for format and completeness
    • Review any validation messages or errors
    • Correct issues and re-upload files as needed
  5. Review and Certify
    • Review all submission details and uploaded files
    • Provide certification that the data is accurate and complete
    • Acknowledge regulatory requirements
  6. Submit to EPA
    • Finalize the submission to send data to EPA
    • Monitor submission status and receive confirmation

Managing MATS Submissions

Viewing Existing Submissions

  • The MATS module displays all submissions for the selected configuration
  • View submission details including:
    • Submission date and time
    • Report type and test information
    • Submission status

Accessing Submitted MATS Files

Important: Once MATS File is submitted, it is not available in ECMPS:

  1. CDX Submission History
    • Log into CDX and navigate to Submission History tab
    • Available only to the original submitter
    • View submission details and download submitted files
  2. CEDRI/WebFire
    • Access CEDRI/WebFire system for MATS submissions
    • View and download submitted MATS files

Configuration Management

The Configuration Management module allows authorized users to create, modify, and manage monitoring plan configurations for facilities.

Purpose of Configuration Management

Configuration Management provides tools to:

  • Create new monitoring plan configurations
  • Modify existing unit and stack pipe configurations
  • Manage monitoring plan effective dates

Prerequisites for Configuration Management

  • Your account must have appropriate permissions (Preparer, Sponsor, Submitter, or Initial Authorizer)
  • You must have facility access for the configurations you want to manage
  • Understanding of EPA monitoring plan requirements

Accessing Configuration Management

  1. Navigate to Configuration Management
    • Go to Workspace → Configuration Management
    • Select your facility from the dropdown
  2. View Current Configurations
    • See all existing monitoring plans for the facility
    • Review active and inactive configurations
    • Check effective dates and status

Managing Unit and Stack Pipe Configurations

Adding New Units

New units are added through the CAMD Business System (CBS) and will automatically appear in ECMPS.

Adding New Stack Pipes

  1. Select Add Stack Pipe
    • Click "Add Stack Pipe" button
    • Enter stack pipe identification details
  2. Stack Pipe Properties
    • Stack Pipe ID: Must follow EPA naming conventions (CS, CP, MS, or MP followed by 1-4 alphanumeric characters)
    • Active Date: When the stack pipe becomes operational
    • Retire Date: When the stack pipe is retired (if applicable)

Creating Unit-Stack Configurations

Linking Units to Stacks

  1. Define Relationships
    • Link units to their associated stack pipes
    • Specify the relationship type and effective dates
    • Configure multiple units to single stack relationships if applicable
  2. Set Effective Periods
    • Begin Date: When the unit-stack relationship starts
    • End Date: When the relationship ends (if applicable)
    • Ensure no gaps or overlaps in effective periods

Monitoring Plan Lifecycle Management

Creating New Monitoring Plans

  1. Initiate New Plan
    • Specify effective date for the new plan
    • Select units and stack pipes to include
    • Review configuration summary
  2. Plan Validation
    • System validates the configuration against EPA requirements
    • Review validation messages and correct issues
    • Ensure all required components are included

Ending Existing Plans

  1. Set End Date
    • Specify when current monitoring plan ends
    • Ensure continuity with new plan if applicable
    • Review impact on ongoing data collection

Configuration Change Summary

Reviewing Changes

  • The system provides a summary of all configuration changes
  • Review new plans being created
  • Review existing plans being ended
  • Verify effective dates and relationships

Saving Configuration Changes

  1. Validate Changes
    • Ensure all required information is complete
    • Check for conflicts or gaps in coverage
    • Review regulatory compliance
  2. Submit Changes
    • Save the configuration changes
    • Monitor processing status
    • Review confirmation of successful changes

Best Practices for Configuration Management

  • Plan configuration changes well in advance of effective dates
  • Ensure continuous monitoring coverage with no gaps

Reverting to Official Record

The "Revert to Official Record" function provides a way to reset your workspace to the last officially submitted state:

What "Revert to Official Record" Does

  • Monitoring Plan: Reverts all monitoring plan changes back to the official submitted record
  • QA Data: Removes all QA test data from your workspace
  • Emissions Data: Removes all emissions data from your workspace
  • Clean Slate: Provides a fresh start with only the official monitoring plan configuration

When to Use Revert

  • Major Errors: When you've made significant mistakes and want to start over
  • Workspace Cleanup: To clear out accumulated test data and drafts
  • Fresh Start: Beginning a new reporting period with a clean workspace
  • Troubleshooting: Resolving workspace issues by returning to a known good state

Alert: Reverting is irreversible and will delete all workspace data whether imported or edited within the module (MP or QA only)

Before clicking "Revert to Official Record":

  1. Export Important Data: Use the Export function to save any monitoring plan, QA, or emissions data you want to retain
  2. Verify Official Record: Confirm the official record is what you want to revert to
  3. Team Coordination: Ensure no other team members will need the data you've modified that will be lost once you revert to official record

After Reverting

  • Your workspace will contain only the official monitoring plan configuration
  • All draft QA and emissions data will be permanently removed
  • You can begin importing or creating new data as needed
  • Previous exports can be re-imported if needed

Evaluating Your Data

Before submitting data to EPA, you must evaluate it to ensure compliance with regulatory requirements. The evaluation process checks your data against regulatory requirements and validation criteria.

How to Evaluate Your Data

  1. Navigate to Evaluate Module
    • Go to Workspace → Evaluate
    • Edit the filters to select the data you want to evaluate
  2. Select Data for Evaluation

    • Check the boxes next to the data sets you want to evaluate
    • You can select:
      • Monitoring Plans
      • QA Test Summary data
      • QA Certification Events
      • Test Extension Exemptions
      • Emissions data (including multiple quarters)

    Multiple Configuration Evaluation: Unlike editing/checkout which locks facilities, you can evaluate multiple configurations at the same or different facilities simultaneously:

    Smart Selection Feature: The system automatically selects prerequisite data types for you:

    • Selecting emissions also selects any required QA and monitoring plan data
    • Selecting QA data also selects any required monitoring plan data
    • This ensures proper evaluation order without manual dependency management
  3. Working with Multiple Quarters of Emissions Data
    • Filtering Options: Use the Reporting Periods filter to control which emissions quarters are displayed
      • Null (blank) filter: Shows all quarters of emissions data in your workspace
      • Single quarter: Shows only the selected quarter
      • Multiple quarters: Shows all selected quarters
    • Selection Flexibility: You can evaluate any combination of available quarters individually or together
    • Evaluation Order: When multiple quarters are selected, evaluations process in chronological order (e.g., 2023 Q2 before 2023 Q3)
  4. Start Evaluation
    • Click "Evaluate"
    • The system will queue your evaluation request

Note: You will see your evaluation status update in real-time. Evaluations may take several minutes depending on data volume.

Understanding Evaluation Statuses

During and after evaluation, your data will display one of the following statuses:

  • In Queue: Data is waiting for evaluation
  • In Queue (#position): Data is waiting for evaluation with queue position
  • In Progress: Evaluation is currently running

Note: Once the evaluation is complete, the evaluation (e.g. Passed, Critical Errors, Informational Messages) status will be displayed. You can click on the status to view detailed error reports if any issues were found.

Sequential Evaluation Order by Data Type

Important: For each configuration, data types are evaluated in a specific order with dependencies:

  1. Monitoring Plan
    • Always evaluated first for any configuration
    • Once complete, any QA data will be assigned a queue position
  2. QA Data
    • QA Test Data and QA Cert Events are not assigned a queue position until Monitoring Plan evaluation is complete
    • Once QA data is complete, emissions data will be assigned a queue position
  3. Emissions Data
    • Emissions data is not assigned a queue position until both Monitoring Plan and QA Data evaluations are complete

Fixing Evaluation Errors

  1. Review the detailed error report
  2. Return to your workspace modules to edit the problematic data
  3. Make necessary corrections
  4. Re-evaluate to confirm fixes
  5. Repeat until all critical errors are resolved or suppressed

Force Re-evaluation

  • Use this when you've made changes and want to re-check data
  • Available for data that was previously evaluated
  • Helpful for confirming fixes to previously identified issues

Submitting Your Data

Once your data passes evaluation or any Critical Errors have been suppressed, you can submit it to EPA for official regulatory compliance. Submission is the final step in the reporting process.

Prerequisites for Submission

  • Your account must have submission permissions (Sponsor, Submitter, or Initial Authorizer role)
  • You must have facility access for the data you plan to submit
  • All data must be evaluated and show PASS status
  • Configurations must be checked out by you
  • You must be within any applicable submission windows

Submission Process

  1. Navigate to Submit Module
    • Go to Workspace → Submit
    • Only users with submitter roles (i.e., sponsor or submitter) can access this module
  2. Select Data for Submission
    • Check boxes next to data sets you want to submit
    • You must submit all data that is available for a given configuration together:
      • Monitoring Plans
      • QA Test Summary data
      • QA Certification Events
      • Test Extension Exemptions
      • Emissions data (including multiple quarters)

Note: If you cannot select an emissions quarter, the submission window for that quarter is closed. Contact EPA to open the window if needed.

  1. Review Selection
    • Double-check that you've selected the correct data
    • Verify facility information and reporting periods
    • Ensure completeness of your submission package
  2. Sign & Submit
    • Click "Sign & Submit Selected Files"
    • Expand and review each of the certification statements
    • Click the checkbox to acknowledge the statement(s)
    • Click "Certify" to finalize your submission

After Submission

  • You'll receive confirmation email with submission details including if any errors were encountered
  • View your complete submission history in CDX by logging into CDX and clicking the Submission History tab

Post-Submission Data Management

  • Monitoring Plans: Remain in your workspace and can be edited at any time
  • QA Test Data: Removed from workspace after submission - reimport/recreate to modify
  • Emissions Data: Removed from workspace after submission - reimport/recreate to modify

Understanding the Data Flow: Workspace → Submission → Global View

Processing data through ECMPS follows this path:

  1. Workspace Stage (Private, Logged In View)
    • Create or import data into your facility workspace
    • Edit and modify data as needed
    • Evaluate data for compliance
    • Only you (and others with facility access) can see this data
  2. Submission Process
    • Submit data from your workspace to EPA
    • Data moves from private workspace to official EPA space
  3. Global View Stage (Public, Non-Logged In View)
    • Submitted data becomes official EPA regulatory record
    • Available to the public through Global View
    • No longer editable - becomes read-only official data

Important Exception: MATS Submissions

  • Not Available in ECMPS Global View: MATS submissions are not accessible through ECMPS once submitted
  • Access Methods for MATS Data:
    • CDX Submission History: Available to the original submitter only
    • CEDRI/WebFire: EPA's Compliance and Emissions Data Reporting Interface
  • No Public ECMPS Access: MATS files cannot be downloaded from ECMPS Global View

Troubleshooting

Common Issues and Solutions

Login Problems

Issue: Cannot log in or session expires quickly

Solutions:

  • Clear browser cache and cookies
  • Log into CDX to check your roles and account status
  • Verify your CBS (Clean Air Markets Business System) responsibilities are properly assigned for ECMPS access (note: this would be in the CBS beta environment)

Issue: Can log in but don't see expected facilities

Solutions:

  • Verify you have CBS responsibilities assigned for the specific facilities you need (note: this would be in the CBS beta environment)
  • Review the CDX-CBS-ECMPS Beta Start-up Guide for registration requirements

Checkout Issues

Issue: Cannot check out a configuration

Solutions:

  • Check Facility Lock: Verify that no other user has ANY configuration checked out at the same facility
  • Different Configuration Lock: Another user may have a different configuration checked out at your facility
  • Contact Team Members: Ask colleagues to check in their configurations if they're blocking the facility
  • Check that you have appropriate permissions for the facility
  • Wait for automatic timeout; if someone else forgot to check a configuration back-in before logging out, the configuration will automatically check back in after a period of time

Issue: Cannot check out a different configuration at the same facility

Solutions:

  • Check In Current Configuration: You must first check in your currently checked out configuration
  • One Configuration Per Facility: Only one configuration can be checked out per facility at a time for editing purposes
  • No Simultaneous Editing: You cannot have multiple configurations checked out at the same facility
  • Note: This restriction applies only to checkout/editing - you CAN evaluate multiple configurations at the same facility simultaneously

Issue: Lost checkout access while working

Solutions:

  • Automatic Check-In: The system automatically checks in configurations after inactivity to prevent permanent locks
  • Re-checkout Required: Simply check out the configuration again to resume working
  • Stay Active: Keep the browser active or refresh periodically during long work sessions
  • Save Work Frequently: Automatic timeouts can interrupt work, so save progress regularly

Import Problems

Issue: File won't import or shows format errors

Solutions:

  • Verify file follows the correct JSON schema from the reporting instructions
  • Check for required fields that may be missing according to the schema
  • Validate JSON syntax using online tools
  • Review error messages for specific guidance
  • Download the latest schema documentation and reporting instructions for reference

Issue: Cannot find previous submission data

Solutions:

  • Check which view you're in:
    • Logged in (Workspace): You only see draft/work-in-progress data for your facilities
    • Logged out (Global View): You see all official submitted data from all facilities
  • To find submitted data: Log out of ECMPS to access Global View
  • To import submitted data: Use "Import from Historical" while logged in (QA/Emissions only)
  • Search for your facility and configuration in the appropriate view
  • Remember: submitted data disappears from Workspace but appears in Global View

Issue: Can see data when logged out but not when logged in

Solutions:

  • This is normal behavior: Global View (logged out) shows all facilities' submitted data; Workspace (logged in) shows only facilities you have CBS responsibilities for
