Remedial Acquisition Framework

The Remedial Acquisition Framework (RAF) is the Agency’s approach for acquiring national services (contracts) to support the Superfund Remedial Program. The approach under RAF represents a paradigm shift for the Superfund program. It defines a new process to plan and execute work and new tools to acquire remedial services.

Basic Information

The Remedial Acquisition Framework identifies a suite of potential acquisition vehicles available to Superfund Program to accomplish their mission of cleaning up remedial sites. The RAF contractors compete for work under three suites of national multiple award, indefinite delivery contracts. The three suites of national contracts are:

  • Design and Engineering Services (DES): Architecture and engineering professional services from investigation through design.
  • Remediation Environmental Services (RES): Remedial cleanup services including construction.
  • Environmental Services and Operations (ESO): Remedial cleanup operation and oversight.

The contracts last five years starting in 2018, with five option years, for a total of ten years ending in 2028. Work under these three contracts is divided by geographic contract line item number (CLINs), as seen in the map below.

RAF also includes regional or site-specific acquisition vehicles to complete work at Superfund sites, such as:

  • Site-specific contracts
  • Interagency agreements and cooperative agreements
  • Removal contracts
  • Regional oversight contracts
  • Regional specialty contracts (e.g., mining, sediments, risk assessment, fibers, oversight, regional construction contracts)

Types of Task Orders

Under the three suites of national contracts, task orders are used to order work. Task orders are stand-alone ordering agreements under the umbrella of the larger contracts. There are different types of task orders awarded under the contract suites including fixed price, cost reimbursement, and time and material. The types of task order by contracts are:
