Analysis of the Proposed Cross-State Air Pollution Update Rule

On November 16, 2015, EPA proposed the Cross-State Air Pollution Update Rule.  EPA's power sector analysis for this proposal uses IPM v.5.14 and IPM v.5.15.

To learn more about several modeling assumptions used as part of EPA's power sector analysis for this proposal using the EPA v5.15 Base Case Documentation Supplement to Support EPA’s Clean Power Plan (pdf) (142.22 KB, 08/2015) . The assumptions described in this supplemental documentation were also used for the analysis of the proposed CSAPR Update Rule.

This supplemental documentation complements more comprehensive modeling documentation available at EPA's Base Case v.5.14 using IPM and EPA's Base Case v.5.15 using IPM.

    This Regulatory Impact Analysis (RIA) presents the health and welfare benefits and climate co-benefits of the proposal to update CSAPR, and compares the benefits to the estimated costs of implementing the proposed rule for the 2017 analysis year. This RIA also reports certain estimated impacts of the proposed rule, such as its effect on employment and energy prices.

IPM v5.15 EPA Base Case for the CSAPR Update Rule (zip) (159.64 MB) Base case model run, including the national Title IV SO2 cap and trade program; NOx State Implementation Plan (SIP) Call regional ozone season cap and trade program; Mercury and Air Toxics Standards (MATS); The Clean Power Plan; The Cross-State Air Pollution Rule (CSAPR); and settlements and state rules through 2014 impacting SO2, NOX, directly emitting PM and CO2.
IPM v5.14 Illustrative Control Case (zip) (97.02 MB) This run assumes emission control levels in upwind states at the stringency level considered in the proposed Cross-State Air Pollution Update Rule, to inform air quality modeling projections.
IPM v5.15 Proposed CSAPR Update Rule (zip) (159.46 MB) This run models the State Budgets proposed in the proposed Cross-State Air Pollution Update Rule Preamble and informs the RIA for benefit analysis
IPM v5.15 $1,300 Per Ton EGU Cost Threshold Assessment (zip) (159.86 MB) This run evaluates EGU NOX reduction potential at a uniform cost threshold of $1,300 per ton.  This run was used to develop the proposed emissions budgets.
