Analysis of the Proposed Revised Cross-State Air Pollution Rule Update

On October 15, 2020, EPA proposed the Revised Cross-State Air Pollution Rule Update.  EPA's power sector analysis for this proposal uses EPA's Power Sector Modeling Platform v6 using IPM.

For the power-sector analysis of the Revised CSAPR Update, the EPA relied on the January 2020 reference case as the starting platform for its assessment of the Revised CSAPR Update

Below is the January 2020 version of the National Energy Electric Data System (NEEDS) used for the final modeling for the Revised CSAPR Update, as well as a link to the most recent version used in some of EPA’s Rule analysis. A link to the IPM v.6 documentation is also included. Versions of NEEDS and IPM documentation used in the Air Quality Modeling Base Case and Illustrative Base Case can also be found in the docket for this rule.

IPM Run Files

Download IPM run files for the Revised CSAPR Update using the links in the table below. Click on the IPM run name in the first column of the table below to download a file. The files are posted in one of two formats, a zipped archive or an excel spreadsheet, and contain detailed IPM input and output files (i.e., .DAT, System Summary Report, .RPE, and RPT files) for the listed runs. Air Quality Modeling Base Case (zip) Base case model run, including the national Title IV SO2 cap and trade program; Mercury and Air Toxics Standards (MATS); the Cross-State Air Pollution Rule; the Affordable Clean Energy (ACE) Rule; and settlements and state through January 2020 impacting SO2, NOX, directly emitted PM and CO2. Used for Step 1 and Step 2 analysis.

This run assumes the emission control levels in upwind states at the stringency level considered in the Proposed Revised Cross-State Air Pollution Rule, to inform air quality modeling projections and the RIA benefit-cost analysis.
