Description of Business or Activity Conducted by the Respondent

Respondent operates a metal fabrication facility located at 425 Chestnut St, Vallejo, CA 94590. The facility discharges into the Napa River and into the Pacific Ocean.

Summary of Alleged Violations

EPA alleges that Respondent violated CWA Section 301 by discharging industrial stormwater from its facility to waters of the United States without CWA authorization on multiple occasions between March 2018 and March 2023. The Respondent has since submitted the required Notice of Intent documents (application) to the California State Water Resources Control Board via Stormwater Multiple Application and Report Tracking System (SMARTS) for permit coverage under the California State Water Resources Control Board (SWRCB) Order No. 2014-0057-DWQ, National Pollutant Discharge Elimination System (NPDES), General Permit No. CAS000001 for Discharges of Stormwater Associated with Industrial Activities (the Permit).
