Red Hill Community Representation Initiative
EPA, in collaboration with the Navy, Defense Logistics Agency, and members of the public, added a Community Representation Initiative (CRI) to the 2023 Red Hill Administrative Consent Order in response to public comments received. Ten members of the Hawaiian community had an opportunity to work directly with Navy, DLA, and EPA on matters related to defueling, closure, and drinking water safety at the Red Hill Bulk Fuel Storage Facility. CRI meetings were held periodically from September 16, 2023 through December 16, 2025.
During this time, EPA successfully oversaw the defueling of the Red Hill facility from 2023-2024, demonstrating significant progress in minimizing potential human health and environmental threats from Red Hill.
On February 11, 2026, EPA approved the U.S. Navy’s 2026 Community Engagement Plan (pdf), a required component of EPA’s 2023 Red Hill Administrative Consent Order (2023 ACO) with the Navy. Under the approved 2026 Community Engagement Plan (CEP), the Navy is no longer required to attend CRI meetings.
The 2026 CEP ensures the Navy will provide a variety of engagements to update the public on progress towards closure and remediation of the Red Hill Fuel Bulk Storage Facility and status of the Joint Base Pearl Harbor-Hickam Drinking Water System. The Navy is committed to continued participation in Fuel Tank Advisory Committee (FTAC) meetings and impacted Neighborhood Board meetings as well as hosting an annual Town Hall, open houses, drinking water information booths, and webinars.

The Navy Closure Task Force – Red Hill 2026 Community Engagement Plan (CEP) is prepared in accordance with the 2023 Administrative Consent Order (ACO) entered between EPA and Department of the Navy, as amended on November 20, 2024.
