Map of State Adoption and Authorization Status for the Hazardous Waste Electronic Manifest Rules

The e-Manifest regulations are effective in all states. States are obligated to adopt and become authorized for e-Manifest regulations to enforce specific portions of the regulations, including requiring data corrections for manifests. Until states complete this process, regulations are enforced by EPA.

Both a map and an alphabetical list of states and U.S. territories are given below displaying which states have adopted the 2014 One Year Rule, the 2018 User Fee Rule, and 2024 Third Rule and which states are authorized by EPA for the regulations.
