Introduction to the National Pretreatment Program (June 30, 2011) – Provides a brief overview of the national pretreatment program and informs interested parties who might otherwise be unfamiliar with the requirements of the program. Topics include how the Clean Water Act pertains to the program, the general pretreatment regulations (40 CFR Part 403), and POTW pretreatment program implementation requirements.


Industrial User Waste Survey Procedures (September 21, 2010) – This webcast discusses the regulatory background of industrial wastewater surveys used to identify industrial user (IU) discharges of concern to publicly owned treatment works (POTWs), procedures for conducting the initial and ongoing surveys, timing of conducting the surveys, conducting reassessments, and procedures on how to keep the survey information update and current. The webcast also presents helpful hints and common errors found during the surveying processes.


Overview of Pretreatment Standards (September 27, 2011) – The national pretreatment program regulations identify specific requirements that apply to all industrial users, additional requirements that apply to all significant industrial users (SIUs), and certain requirements that apply to only categorical industrial users (CIUs). This webcast defines the three types of pretreatment standards (general and specific prohibitions, categorical pretreatment standards, and local limits), the users associated with them, and describe how these standards are applied. This is the first part of two webcasts discussing pretreatment standards. The second webcast will discuss local limits in more depth.


Pretreatment Standards - Local Limits Development (September 29, 2011) – The national pretreatment program regulations identify specific requirements that apply to industrial users. These requirements include three types of pretreatment standards (general and specific prohibitions, categorical pretreatment standards, and local limits). Of the three types of standards, “local limits” are the pretreatment standards that are developed by individual POTWs. This webcast provides an overview of the local limit development process, the implementation of local limits on discharges to POTWs, and the content of a local limit evaluation report. This is a continuation of the Overview of Pretreatment Standards webcast.


Industrial User Permitting (September 20, 2012) – The National Pretreatment Program regulations identify specific requirements for controlling the wastewater discharges from nondomestic users. When a control mechanism is used to authorize the discharge of wastewater to a POTW, it must contain certain conditions and requirements. The control mechanism outlines all the duties and obligations of the nondomestic user, including all applicable pretreatment standards and requirements. This webcast introduces EPA’s newly revised Industrial User Permitting Guidance Manual and provides an overview of the nondomestic user permitting process, including preparing effective and enforceable control mechanisms and recommendations and requirements for content and structure. This is the first of a series of webcasts on nondomestic user permitting.


POTW Pretreatment Considerations and Permitting Programs for Hauled Waste (October 24, 2012) – The National Pretreatment Program regulations at Title 40 in the Code of Federal Regulations 403.5(b)(8) specifically prohibit any trucked or hauled pollutants, except at discharge points designated by the POTW. This webcast discusses POTW considerations prior to accepting hauled waste and how a POTW can develop a permitting program to regulate this type of waste.


POTW Procedures for Conducting Compliance Inspections (January 11, 2011) – This webcast discusses the regulatory background of the POTW’s requirement to conduct compliance inspections at industrial facilities, required compliance inspection frequencies for the different IU classifications (nonsignificant categorical industrial users, middle-tier categorical industrial users, categorical industrial users with monitoring waivers, and other significant industrial users), procedures for conducting compliance inspections, inspector responsibilities and qualifications, and procedures for handling confidential information.


POTW Procedures for Conducting Compliance Monitoring (January 25, 2011) – This webcast discusses the regulatory background of the POTW's requirement to conduct compliance monitoring at industrial facilities, the required compliance monitoring frequencies for the different IU classifications (nonsignificant categorical industrial users, middle-tier categorical industrial users, categorical industrial users with monitoring waivers, and other significant industrial users), and monitoring procedures.
