Joint Base Pearl Harbor Hickam SPCC and UST Compliance Evaluation Inspections

EPA conducted Compliance Evaluation Inspections (CEIs) at the Joint Base Pearl Harbor Hickam (JBPHH) from February 28 – March 4, 2022. The purpose of the inspections was to evaluate the United States Department of the Navy’s (the Navy’s) compliance with the Oil Pollution Prevention (OPP) Regulations, including Spill Prevention, Control and Countermeasure (SPCC) requirements under Section 311 of the Clean Water Act, and Hawaii’s approved Underground Storage Tank regulations pursuant to Subtitle I of the Resource Conservation and Recovery Act (RCRA).

EPA provided its inspection reports to the U.S. Navy and U.S. Army on August 17, 2022. Among their findings, the reports indicated the U.S. Navy did not have an SPCC or Facility Response Plan in place for the piping system between the Red Hill Fuel Storage Facility and the Underground Pump-House at JBPHH . The reports also identified two sumps that EPA determined were tanks per the Underground Storage Tank requirements and should have had tank tightness testing. In response, the U.S. Navy has taken steps to address EPA’s concerns and is working to ensure full compliance is achieved.

Below are links to both the SPCC and UST inspection reports for JBPHH. EPA has withheld release of some information that contain personally identifiable information and/or defense critical infrastructure security information.
