EPA is actively re-engineering our systems to improve user access, functionality, and security. The re-engineering project is split into two phases. Phase One encompasses the release of our upgraded data query tool, CAMPD (Clean Air Markets Program Data), as well as the release of our upgraded web-based reporting tool, ECMPS (Emissions Collection and Monitoring Plan System), also referred to as ECMPS 2.0. Phase Two encompasses the release of our upgraded facility and allowance account management tool, CBS (CAMD Business System). As of March 2026, EPA has completed all aspects of Phase One of our multi-year re-engineering effort. Work on Phase Two continues. Read below to learn more about this project.
Phase One
As part of our Phase One re-engineering efforts, the Emissions Collection and Monitoring Plan System (ECMPS) web-based tool (also referred to as ECMPS 2.0) along with related updates to the CAMD Business System (CBS) have been fully deployed and are now available for use. Below, we highlight some important information and resources related to this release.
Updated Login Functionality
All users of either CBS or ECMPS are required to use Central Data Exchange (CDX) login credentials. All CDX accounts must have the EASEY Program Service added under the appropriate org ID with the appropriate active role.
Important: In order to properly log into the new ECMPS for the first time, all facility DRs must log into CBS first, followed by all other users. After the DR has successfully logged into CBS, remaining users must make sure they log into CBS first, using their CDX credentials. Afterwards, users can log into ECMPS using their CDX credentials. If you don't follow those steps (DR logs into CBS first, followed by all users in their org logging into CBS), your facilities will not load in ECMPS.

CBS Functionality
CBS functionality remains the same, except for the login and registration process. Please ensure you review the following resources:

The CBS URL remains as prior to this update.
ECMPS Updates
While ECMPS capabilities largely remain the same, there are many changes to the user interface. Users may be seeking guidance on how to access ECMPS and use its varying modules. Please review the following resources:

Note: We'd like to specifically highlight a known issue that may impact a wide array of users. When running reports within the different modules, the pop-up window that contains the report appears blank. As a temporary workaround, users will need to copy the URL of the blank page, add "/ecmps" before "/workspace/" in the URL, and paste that in a new tab within the same browser window. Copies of evaluation and submission reports will still be sent to your email after submission for viewing.

ECMPS 2.0/CBS Beta Testing
With the production release of ECMPS 2.0, we will continue supporting testing in the beta environment for users to familiarize themselves with the new tool without worrying about impacting production data. At present, the beta environment fully mirrors production functionality. Read below for instructions on how to sign-up for beta testing.
For new or existing users that do not have a working CDX test login and password, please do the following:
- Ensure you have a CDX test login and current password. This account is specific to the beta environment and is separate from other CDX accounts used for official submissions to EPA. CDX Test If you are a new user, follow the updated CDX Start-Up Guide (pdf) . It is no longer a requirement to select your real organization when registering.
- Login into the CBS test application using your CDX test account credentials. Review your associated facilities to ensure you are either a Designated Representative, Alternate Designated Representative, or you have been granted preparer or submitter role access to your facilities. The CBS test application is separate from the production version, changes to data in test will not be reflected in the production version.
Once you complete the above steps, login into the ECMPS Beta application. You should now have access to your facility data and the ability to check out and edit data. Users that wish to beta test the new ECMPS 2.0 application may find the ECMPS Beta User Guide a helpful resource. Please note, this guide is for use in the beta environment only. Do not use it for any production environment activities.

Phase Two
As part of our Phase Two re-engineering efforts, we are actively working to upgrade our facility and allowance account management tool, CBS (CAMD Business System). Please stay tuned for additional information related to this phase of the project over the coming months, including the opportunity to assist in beta testing efforts. Any release related to Phase Two efforts are planned for no earlier than end of year 2026, subject to change. We will provide users with additional information as we get closer to an anticipated release date.
